I always stick to ISO100 (or 160 for my weird camera) for longer exposure/small aperture shots, as they just come out a lot cleaner. Only time I bump up the ISO is to get a faster shutter speed in-lieu of a faster lens, or if I want a particular grainy look as I am not good with photoshop. Here is a...

I personally think that 3s is a bit long on a windy day if there are trees etc (or traffic) in the shot as I find that the movement and lights on these just detract. 2m at the boundaries sounds a bit different. If you are building up for a flat pad, then consider things like driveway/person access etc. Most houses have a 6m setback, with more fall you might go for something like 10m.
